Loudoun County, where Potomac Falls and Lowes Island are located, was part of a five-million-acre grant made by King Charles II of England to seven noblemen in 1649. This grant later became known as the Fairfax Proprietary. In 1757, what had been designated as Fairfax County was divided up. The western portion was named Loudoun for a Scottish nobleman named John Campbell, who was Fourth Earl of Loudoun. Campbell also served as Commander-in-Chief of all the British forces in North America and was the titular governor of Virginia from 1756 to 1768. Permanent settlers of the area came from Pennsylvania, New Jersey and Maryland.
